Monaco Armijo is the Founder and Principal Investigator of Deep Cover Investigations & Consulting, bringing more than 18 years of investigative, compliance, and oversight experience across law enforcement, government, insurance, law firm, and private-sector environments. His career has consistently placed him in scrutiny-driven settings where investigative findings carried legal, administrative, financial, and public consequence.

Monaco began his investigative career embedded within a law firm environment, where he helped build and expand an in-house investigations division supporting high-volume creditor litigation, including matters involving Ford Motor Credit. His work included asset location, debtor investigations, employment verification, and post-judgment enforcement intelligence that directly supported garnishment proceedings and recovery strategy. This early foundation shaped his understanding of how investigative findings must integrate seamlessly into litigation and enforcement actions.

He later advanced into executive-level investigative leadership within New Mexico state government, serving as Investigations Manager for the Public Education Department within the Office of General Counsel. In that role, he rebuilt the agency’s investigative bureau from the ground up, designed case management systems, and implemented structured reporting protocols aligned with attorney review standards. He conducted and supervised high-profile investigations involving sexual misconduct, financial fraud, workplace violations, and other high-risk administrative matters - many of which carried significant media attention and required disciplined handling under heightened scrutiny.

Monaco’s oversight experience also includes serving as an Internal Affairs Investigator with the Albuquerque Police Department during a period of federal consent decree reform. Working in coordination with Department of Justice stakeholders and external monitoring teams, he conducted investigations into officer-involved shootings, use-of-force incidents, civil rights concerns, and professional misconduct, producing court-defensible findings prepared with the expectation of federal review.

Across additional public-sector leadership roles, Monaco architected and developed investigative and compliance frameworks for Bernalillo County’s Human Resources Department and the New Mexico Office of Guardianship. He established investigative units, designed operational workflows, created standardized report formats still in use today, and oversaw investigations involving abuse, neglect, exploitation, ADA compliance, and fiduciary misconduct affecting vulnerable populations.

Complementing this work, Monaco has conducted extensive Special Investigations Unit (SIU) investigations for insurance carriers, focusing on fraud detection, activity verification, and claims validation. His background also includes financial fraud investigations within the banking sector and loss prevention investigations in high-volume retail and gaming environments, further strengthening his experience in financial misconduct and organized fraud detection.

Known for his calm, methodical presence and professional objectivity, Monaco is a highly experienced interviewer with training in trauma-informed interviewing, behavioral analysis, de-escalation techniques, and evidentiary documentation. He has conducted thousands of interviews involving victims, witnesses, employees, officers, claimants, and vulnerable individuals, consistently balancing fact development with neutrality and professionalism.
